How to Calculate Utilization Rate in Professional Services
Utilization rate has three formulas in common use across professional services firms, and almost nobody tells a consultant which one they are being measured against. Two firms can both report 75 percent utilization and mean genuinely different things, because the denominator each one uses, available hours, total hours actually worked, or target capacity, produces a different result from the exact same underlying week of work.
The formula choice is not a technicality. It determines whether unbilled delivery time shows up in the number or disappears from it entirely, and the formula that gets adopted as the default is, unsurprisingly, usually the one that produces the most flattering figure.
Formula One: Billable Hours Divided by Available Hours

Available hours is the total working time a person could theoretically bill in a period, typically calculated from a standard work week before subtracting anything. For a consultant with a standard 40-hour week, available hours is 40, regardless of how the week actually unfolded.
Take a consultant who bills 30 hours in a week. Against 40 available hours, utilization is 30 divided by 40, or 75 percent. This is the most common version of the formula, the one most utilization dashboards default to, because available hours is easy to define and does not change week to week.
Formula Two: Billable Hours Divided by Total Hours Worked

Total hours worked captures everything that happened in the week, not the theoretical capacity for it. This includes the same 30 billable hours, plus every hour of scoping calls, revisions, client management, and admin that also occurred but never got marked billable.
Suppose the same consultant, in the same week, actually worked 45 hours once every one of those categories is counted honestly. Utilization by this formula is 30 divided by 45, or roughly 67 percent, a meaningfully lower figure than the 75 percent produced by Formula One, using the exact same 30 billable hours as the numerator.
Formula Three: Billable Hours Divided by Target Capacity

Target capacity is a deliberately reduced figure, set below full available hours to account for the reality that no one bills 100 percent of a standard week. A firm that sets target capacity at 80 percent of available hours, 32 hours out of 40, is building in an intentional buffer for the unbillable work everyone assumes will happen.
Using that same 30 billable hours against a target capacity of 32, utilization comes out to roughly 94 percent, the highest of the three results by a wide margin. This is also the formula most likely to appear in an internal report presented as a sign of strong performance, because it compares billed time against an already-discounted target rather than against the full week or the full reality of what was worked.

All three formulas start from the identical 30 billable hours. Nothing about the actual work changes between them. What changes is which hours the denominator chooses to acknowledge, and that choice is what turns one week of work into a 67 percent story, a 75 percent story, or a 94 percent story depending entirely on which version gets reported.
